we have almost the same thing here and the fellows running them seem to be the worst of the high way workers
as they throw stuff hundreds of yards because they run them hard against the ground not up a bit to just get the grass

I think you may have a case against the local council here. The health and safety executive would take a dim view of someone using a flail cutter (designed for cropping bushes) to cut grass, and forget the police, they have no powers other than to enforce any H & S directives. You may also have a case in civil law for injuries.

Sorry Dave just noticed you are over in the states, although I think similar laws apply as the US dept of Transportation has fairly wide ranging powers when it comes to highway safety in general, and I am sure that you have a case under US law for injuries/damages as the device attached to the front of the vehicle appears to be a flail type brush cutter.

Well that just shows you what happens if you dont wake up before using this forum! Tom, as I said call the HSE. And Dave, I think you have the DOT stateside to help if it should happen to you.
