No spark in neutral ts250/1

Hi,1st posting so be gentle with me.
I am in the process of total rebuild of a 1979 ts 250/1.Just wired up and everything OK but can only get spark in gear,in switch positions 2345.Neutral switch appears to be ok(neutral light goes out when in gear & on in neutral).Any ideas gratefully accepted.
Also how does the throttle prevent starting if open during kicking over?.

Problem sorted.wrong connector block used.started first kick after 3 years.

IF the slide is up.. the vacuum the engine draws on the carb does not happen so very little fuel is drawn
into the motor
