Ah ha - success!
Thank you for all the help.
In the end the problem was resolved by fitting new friction plates.
The new plates were in line with the specifications and they were all the same diameter too.
I did find the new plates slightly sticky where the fingers on the outside engaged with the slots in the basket.
So I veeeeery gently smoothed the slots with the Dremel and now they all float freely.
I have only done a test from cold but can already tell it is much better.
Cleaner gear selection, no dragging and I can even find neutral whilst stationary.
I am hoping things will only get better as the oil warms up.

I appreciate your thoughts and you were on the right track. I think a combination of thicknesses and the plates being too tight in the basket was the problem.

Ah well done! Methodical processes make the winning even sweeter! I don't think I realised you even had new clutch plates? The aftermarket clutch plates as I've mentioned on the 250 models are thicker as I say, but also have the finger spine issue you've mentioned (they're on the inside however on these engines).
Now you can go free and hopefully trouble free too!

Sorry Dave, I've only just seen your question.
I got them from a Bristol chap who does many MZ spares.
I am lucky he is local to me.
He has an EBay store which you can find here.
https://www.ebay.co.uk/str/mzpartsbristolApparently they are the same parts as the ETZ models.

Ah I didn't realise you were nearby, now I see you are in South Wales.
Yes I would like to come to an MZ meet sometime.
I think Rob already mentioned it's a Sunday in Ham, but I don't have details on which Sunday or a time.

Indeed. Every 2nd sunday of the month, pub opens @ 12. Most then leave at 2-3pm.
So far I've not managed to miss one for 6 or 7 months! I've just been lucky that each occasion has fallen on a date which coincides with my diary!
